Toggle Mailman configuration via a macro #216

As part of #210, I want to make all Mailman-related stuff depend on a single macro, which will be commented out by default (thus, disabled). I'm pretty sure that not everybody uses Mailman, and it is easy to make it optional, so I don't see a reason not to do so.

Any objections?

No, it should be pretty clear if you are using it or not.
