Drop backward compatibility once we drop support to versions with older location. #702

Once we release offer location update and we decide to drop compatibility with previous versions, remove code, that handles backward compatibility.

  1. Make sure to set force update feature flag
  2. Remove code marked with TODO(#702): remove offer location backward compatibility
