[x] Update global.json.
[x] Update all packages in Directory.Packages.props.
[x] Update all tools in dotnet-tools.json.
[x] Update diagnostic rules in .globalconfig.
[x] Switch to Cake as was done in Celerity.
[x] Integrate markdownlint-cli2 as part of the build.
[x] Simplify GitHub Actions workflows.
