Add initial project owners document #16

Add the initial project owners document. Once we approve this, we should update the contributors document in the projects.

@gsakura @justint, thanks for volunteering as a secondary. Which project would you like to be a secondary for? We are currently having a max of one secondary per project.

@scott-wilson do you think there might be some affordance we can make to make this work in case both Garret and Justin want to help co-maintain ptex-bind?

If instead of primary/secondaries (do those terms carry semantic baggage for anyone else?) I wonder if maybe we'd be supportive of maintainer + co-maintainer(s) designations? Just my .02, though, I can understand if the org has reason for keeping things capped.

There are lots of open slots on other projects so maybe you might be trying to nudge folks towards there? I won't make any assumptions, though -- best to let you let us know.

Scott, let me know what you think. If you'd like us to break a tie here we can chat amongst ourselves and then ping back here with our decision.

Thanks @scott-wilson and team for meeting up yesterday. We met amongst ourselves today and we've decided on myself and @gsakura for ptex-bind. All three of us should be granted maintainer/push access to the repo.

I currently have push access, but @justint and @gsakura will have to be added by the repo owner.
