For those who aren't aware, the merge from Browserhax to HBL broke the method we were using to scale the TV screen to fit the GamePad screen (using the Wii U's audio/video manager library, AVM for short)
This commit fixes that by enabling custom pixel sacaling code for the TV screen (thanks to @xhp-creations for that)
Unfortunately, this does not fix the text that is rendered on screen. To compensate, through a bit of trial and error, I have set up the TV screen renderer to render the text at a different position on the TV screen than the GamePad screen, so that everything still looks neat.
