Can I list PDFs stored under a contact for some entity case and create downloadable links in a php application like wordpress?

Were you able to solve your problem back in 2016? :) If so, can you help me? I'm able to list all my pdf files in my wordpress website, but I want do create a link for each of them to allow the user to download them if he wants to.
