PJB, it's not a child of mop, it's a child of the wizzyman's staff.
/obj/item/weapon/staff/broom Which, incidentally, is why you can't clean with it. It's a resprited staff with special handling for being 2handed.

should a broom be able to clean up blood? just dirt? is that possible with the overlays?

It would make sense that it could only clean certain messes, but no, that is not currently possible
