It's not that chocolate in general is poisonous to dogs, but rather, the theobromine which varies by concentration. It is particularly dense in dark chocolate, three times higher than milk chocolate. For many dogs, ingesting small amounts of milk chocolate is not harmful.

It's not as poisonous as people think, either. You should definitely keep chocolate away from your dogs, but a large dog is unlikely to be harmed by a small amount of chocolate I know a poodle who ate a pound of chocolate. The vet induced vomiting, so obviously he didn't process all of it, but he was fine after like a day
Of course, corgis weigh like half as much as that poodle, so who knows
Corgi's (like Ian) will eat chocolate frogs but they don't die even though chocolate is poisonous to dogs
