Description of issue

I would like to add a separate Emergency Response Channel to comms. This would allow people to ignore normal comms chatter when reporting or responding to an emergency. It will be against space law to use it for anything other than to report or respond to an emergency. It will also be fun to have the clown make crank calls to.

The general chat channel could be rolled into service channel, and the service channel made all access. People would nominally use it only to make non emergency job requests, but would probably just spam it the way they normally do.

Nobody really uses it. I was thinking it could just be a general service request channel for all departments.

Requests consoles and the departmental messenger are already general service request methods

Nobody uses request consoles, never have and never will. On the off chance someone sends something on one, it won't get read.

Emergency channel sounds like it would be sometimes appropriate, but would usually just make validhunting easier. Maybe code red only. Rolling general into service sounds neither useful nor related to the emergency channel.
