Personally, I don’t see why this needs to be a lowpop thing. Low threat for sure, but an antag IN those missions could add some extra spice. Maybe that buddy helping you clear the tomb might shut a door on you.
I really want to just have what Celt suggested a long time ago, where the gateway at 30 minutes would by default open. The “sandboxy” areas can be nice too, and never seen, like the academy.

Automatically generated away missions could work as a low-threat, low-pop dynamic rulesheet. I think that most the procs related to them are fairly stable and don't need an admin babysitting them, with the exception of
initalize
'ing the gateway which should be an easy fix.If we're ambitious, we can even combine an away mission AND a role generation to have some ghosts spawning in the away mission as enemies. This would make "sandboxy" missions more attractive.
