I figured beepsky would treat it as setting them to arrest

ah, they must have had someone else's ID in their PDA

Most likely. Then the bug is that beepsky doesn't take PDAs into account.

oh, I didn't know that was a bug. That's been the case forever.

Things have been widely accepted as normal (that I don't like, and aren't quite the intended behaviour) are in technical terms "legacy bugs"
