Exile implants make people bounce off the teleporter. I've been told they also just don't work in general. Was trying to teleport the guy to both z5 (research shuttle) and "space" which I assume wasn't z1. Might have been but I was told they're borked so here we are.
The things would be a really good alternative to just executing traitors so I'd like to see them fixed.
