Description

Normally you can add chems once, light the cig, then add again. But a lit cig on a kettle will heat it repeatedly, then randomly let you add more chems, despite already being dipped, over and over again.

Steps to Reproduce

Dip cig in kettle when it is lit

What you Expected

1 dip

What Actually Happened

As many as I want if I just click harder

Everything appears to work as intended, you can always re-dip cigarettes whenever they are not totally full, and this is not specific to kettles

This does no allow you to bypass the cigarette's chem limit either so I'm confused as to what the bugreport here is
