Only if they make it so holograms can use the radio system (or at least map in a "radio" kinda thing to the holodeck). Unless you mean something like them being holograms walking around unimpeded but unable to interact with anything (like a cluwneban).
I like it. I'd also like to see variations in hologram hair and gender as well if this gets added.

The issue is that if nobody brings in a bounced radio they're completely isolated and they're snowflaked to not be able to use the holodeck console, so they can't even change the room setting, since they can't ask for help. On that note, holomemes can't even use the training laser guns on the training holoroom.
In a way, them being at the whim of the crew to give them a radio seems like a fair arrangement, since it's a ban punishment.

You're forgetting that the issues I described apply to the regular "crew" holomen, not just the conceptual "hologram ban". A regular holomeme being trapped and unable to do shit is lame and boring, which is why you almost never see holomemes, despite their (limited) potential.

Bans work the same way as the US prison system. They are just seen as punishment, but don't offer rehabilitation for bad behavior. I know kanef tried to do something with PAX bans, but those can be easily evaded and also don't work because of some issue, possibly with databases?
Benefits:
The problem would be coding it obviously, and probably requires some secret repo access.
