Cyborgs seem to get no notification for incoming PDA messages. Haven't reproduced this one locally yet, but I noticed that yesterday during a round I received multiple PDA messages as a borg that I swear I got no in-game notification for.
Difference between expected and actual behavior
Cyborgs should hear a beep and see a chat message when they get a PDA message. This is the way it works for AI and carbons.
Steps to reproduce
Be cyborg, receive PDA message.
