What this does

Holy Water will now properly extinguish fires and clean ash.
Water will now clean ash.
Wetted mops will now properly clean ash.
T and P-ray scanners will no longer make ash turn opaque.
The wet-dry vacuum cleaner will now clean ash and produce Carbon.

Why it's good

Closes #36543. Closes #36544.
