keep the cages thing and put 'farraday cage' in the description of the cages

i wanted someone to make them a separate item you could build, that would also stop them jaunting out, outside the scope of this PR
putting pulse demons in mouse cages is sovl
didn't think this'd be so unpopular. i'll just fix the cage oddity

What this does
Closes #36410. adds an exception to still allow scooping up for golden gloves, albeit with the same shock properties tied to siemens coefficient. putting them in cages will still not work with them.
