I would guess the tiles that burned had pipes under them and the pipes are the things actually burning.
On further investigation, I've found that this issue occurs when you replace a wooden floor tile with any non-flammable tile. Removing a wooden floor tile, even replacing it with a metal one, doesn't change the turf type which remains '/turf/simulated/floor/wood'. This will require a pretty invasive change to fix it, but I'll start working on it.

Steps to Reproduce
Remove wooden tiles. Replace with Metal tiles. Burn metal tiles.
What you Expected
No burning
