To be copied to the draft changelog by merger:

Paths with subranges on phase block 0 (or on haplotype paths without explicit phase blocks) can now be saved to GFA again.

This fixes #4254 by getting rid of some cross-talk between the real subpath and fake-subpath-for-phase-block systems.
