[System] can we implement a system to "catch" and "collect" all exceptions? #452

For example, there could be others ArgumentOutOfRange exceptions in addition of the one we have been reported on the Daily Reward. It would also be great to have all the exceptions reported in Slack (channel #antura_bot_errors) and to review them regularly

I added a stub for the AutoReporter. We will need a service to send the exception to, however
