updated btag weight files for 2016 data #634

Update btag weight files to latest from Wuming Luo, 2016All_36p5_2017_1_10. Files taken from /afs/cern.ch/user/l/lwming/public/2017csvSFs/

can you please update also the crab/heppy_crab_config.py file to use those?

I think they get automatically shipped since they are in the data directory. Seems to be no mention of the CSV or JEC files in the crab/* subdirectory.

ah, right! (we should in fact move also the rest sooner or later!)
