This PR together with #446, #447, #450 resolves #448 by supporting the automatic provisioning and teardown of self-hosted runners (EC2) for Cloudflare.

As Cloudflare does not provide a VM service, AWS EC2 is used and this PR is based on #450. The key difference is the EC2 VM for Cloudflare is deployed in us-east-2 instead of us-west-1.
