Send request to Dandelion workers

Implementation Notes :hammer_and_pick:

• Create a new deploy function for Dandelion, which sends the registration request that can be deserialized and parsed by Dandelion server
• Create a new invocation function for Dandelion, which sends the invoke request to the control plane, with a /dandelion suffix for backward compability.
