The rake install task that picks jquery vs prototype needs to edit the contents of the plugins directory, which is hard to checkin, and hard to track. I couldn't find another place where I could set the variables in advance, so I created this include from rails root.

Do you really want to merge with master, your pullrequest includes currently round about 100 commits??
