Laser access using Nomos login #192

By far the most confusing thing for new laser users is the authentication dance. The laser access app requires authenticating with github, slack, or google. That service first needs to be associated with the user's Nomos account to check if they have the laser access bit set on their account.

Could we have a 4th authentication method which is just Nomos itself? Could Nomos be an oauth provider for the laser access app?

Making Nomos an oauth provider is in our backlog. Issue #54 is the first reference to that. Making this issue a duplicate.
