tag component will always display delete button

Tag button will now always display "x" delete button.

• first state it is grey with grey buton
• on hover it will turn teal
• on hover over delete button, it will turn red.

Since this new version differs from the existing tag component on quartz, we should demo the changes with Don to get his feedback prior to merging.
