Change eiqgen-based resolution semantics #316

According to todays meeting, we need to change the semantics of the eiqgen-based semantics in order to work out of the box in more cases.

In the 0.6.5 timeframe this means that if an eiqgen genmodel import shadows an EPackage from the EMF EPackage registry should be an error instead of a warning; additionally, EPackages from the EPackage registry shall given precedence over the eiqgen-based solution.

Semantics changed, some manual testing is necessary to avoid regressions.
