Update frontend dependencies to Vue 3.x #50

The current frontend libraries are up-to-date as of October 2020, but in the future (like 2022) the following updates may be needed for continued support:

[ ] Vue 2.x -> 3.x
[ ] vee-validate 2.x -> 4.x
[ ] vuetify 2.x -> 3.x (Q1 2021)
[ ] check if every dependency has Vue 3 support
