New release for PostgreSQL 14 #36

Hi @rjuju

What do you think about giving a new release of pg_background for version 14? Please let me know your thoughts. Also, please let me know how we can make an announcement in the community on pg_background.

@vibhorkum HEAD is already tagged as 1.0, and is still working as expected with today's 14.0 version of postgres. So as far as this repository is concerned I think there's already a release compatible with pg14 and below.

For an annoucements, pg_background is still hosted on your personal github account and not a dedicated organization (e.g. https://github.com/pg_background/pg_background), so all announcements should be made by you and at your name.
