Signout user can still see UI changes on Github pulls page #25

Ideally, we would want total control over what does and does not get highlighted and in which scenarios. For example, when a user is logged out, the logged-in user changes or when their free quote expires, we want to make sure that unnecessary or incorrect things do not get highlighted.
