Reuse Nim Installation #2

@vic I have been trying out this buildpack, and it seems to re-clone and re-build Nim from every push to the server, maybe we could reuse previous installation not to torture the server?

@s0kil I hear you :-) You are right, caching of build fragments isn't implemented right now. I'll put it on the list.

+1! I have a blogging engine that I push to heroku using this wonderful buildpack and I feel pity for the server that builds it all over again.
