ICIC does not support ED25519 SSH keys #217

Escalated to the ICIC team, and they concede that other types of key need to be supported. Until this support is added though, we need to re-add generation of an RSA key.

ICIC devs confirm that enabling ED25519 keys is not a short-term fix for them.

Using an additional RSA key just for ICIC is working in the lab. Will update and close issue when lab code is merged.
