Build system has `finnad` running #223

finnad was running immediately after restore on a recent test. It failed to start due to address binding or DNS issue(s), so started normally by the time ipconf.sh started it, but this is a risk. finnad service needs to be removed from normal action on the build ELANs.

This was caused by the zvm-ipconf service running on the build ELANs after they moved from END to POK. Services have been disabled.

Once the ELAN build process moves to "regenerate" (like the lab process) this will not repeat.
