need to add Millerton Lake volume-elevation curve #103

We currently do not have volume-elevation curve data for Millerton, but need it for an accurate estimation of hydropower generation below Friant. There is an area-elevation curve in the water control manual, which we could reverse engineer, or contact Reclamation.
