Improved Water Bank Account logic #108

The calculation / utility of the Water Bank Account (WBA) should be improved in at least two ways:

  1. Incorporate estimated net evaporation and seepage losses, based on the original water bank definition document, p. 5.
  2. Increase the WBA capacity by "plus one-half of the permitted encroachment in the flood control space" (p. 3)
