Update to Huntington Lake #120

According to the document produced by the Department of the Interior (https://pubs.usgs.gov/circ/1948/0023/report.pdf), Huntington's dead pool is 0 (instead of 35 mcm), and that the usable storage and full storage are 88.800 acf (109.533 mcm), which are currently set to 75 and 109.94 mcm. However, the maximum storage recorded by the USGS gauge 11236000 is of 110.766 mcm. According to the document on Water Quality Certification produced by the Water Board, the IFR bl Huntington has been suggested an update (https://www.waterboards.ca.gov/waterrights/water_issues/programs/water_quality_cert/docs/bigcreek_fercs/bigcreekcert.pdf, page 49), with mean daily flows of 2 cfs for Oct1-Mar31, MIF release valve fully open for Apr1-Jun30, and 3 cfs between Jul1-Sep30 for all WYTs, or natural inflow, whichever is less (Page 44). And, according to the Final Environmental Impact State for the Big Creek, on page 728, the current capacity of the Huntington Lake MIF pipe is 5 cfs (https://www.sce.com/sites/default/files/inline-files/feis.pdf).
