These lines include unsubscriptable items and do not match with water years. Specific to Stansilus.

@mlmaskey I independently updated the same code to address some bugs that you noted, so I assume there would be some conflicts that would make things worse. So I'm going to close this without accepting. This routine should be working now, but if not, feel free to integrate your changes back in.
