Update scenarios scheme #127

This updates the scenario scheme to:

  1. read in scenario sets / scenarios from the [SIERRA_DATA_PATH]/metadata folder.
  2. read in GCM scenarios from the basin hydrology GCM folder ([SIERRA_DATA_PATH]/[basin_name]/hydrology/gcms)
