Integrates functional flows improvements into the master branch, including:

Nonlinear ramp up to spring peak
Trigger for transition to a higher wet season baseflow (i.e. P10 -> P50)
Alternative, earlier spring peak starting Apr. 1 (rather than during the wet season generally)
