Better representation of Utica Power Authority system #33

The UPA system is a bit more complex than currently represented. There are diversions for water supply as well, which should be represented, and we need additional capacity information.

In particular, we need the capacity of the UPA Tunnel Tap, as this has a major impact on diversions from the NF Stanislaus.

I pulled the historical record (1989-present) for USGS 11295240, and the maximum mean daily value was 89 cfs.

11295240 is Utica Canal at Pressure Tap, near Hathaway Pines, CA, the location you're talking about.

I called the operators and they are too busy to answer. So I guess you could treat 89 cfs as the "functional" maximum capacity over the time period of its existence. That's the best estimate.
