Need to implement ramping rate constraint for #43.

Let's deprioritize this. It flows eventually directly into New Melones, so there's no incentive for high ramp rates. Should we simply close issues like this?

IMPORTANT: Note units are incorrect. They should be cfs, not cms.

Here's a zoomed in view of the above. There is some up and down, but it's unclear what the operational objective is. The alternatives for water here are 1) Collierville and 2) UPA Tunnel Tap. Given the hydrology could be quite off in this region, the fluctuations could also come from natural runoff.
