Need to add ramping rate per #43. Note operations w/o ramping rate:

Update: It seems that there isn't actually a ramping rate constraint here. I suspect this is from the inclusion of Hunter Reservoir, which I'm going to remove.

The large spills can be explained by the inflow hydrology. Keeping open, though, since we still need to implement flushing flows. However, I'm going to put it on the low priority track.
