Need to add supplemental/flushing flows and obtain observed data to verify that modeled are correct.

IFR Below Angels Diversion dam [also called Utica Ditch Diversion Dam]: I believe that the flushing rate that is missing is found on pages 36-38: a 10 cfs 48-hour flushing flow in Angels Creek below Angels Diversion, when a peak flow occur in Dec-May, as follows:

"The proposed schedule for release of flushing flows will be coincident with peak flows occurring in Angels Creek upstream of the diversion dam between the period December of the current year through March of the following calendar year. As an indicator of when peak flows are occurring in Angels Creek, Flushing Flows will be initiated coincident with conditions when Mill Creek inflows to Hunters Reservoir are approaching or are expected to exceed the 48-Hour Flushing Flow rate specified and applicable to Mill Creek for the particular water year type. To the extent possible and if water is available considering Angels and Utica Project system demands, Flushing Flows in Angels Creek shall be released coincident with or during the same peak runoff event as Flushing Flow releases in Mill Creek. If it is not possible to release Flushing Flows in both Mill Creek and Angels Creek concurrently or during the same peak runoff event, then Flushing Flows will be released at the next opportunity coinciding with peak runoff conditions.". "The verification of flushing flows shall be from the existing streamflow gage in Angels Creek below the Angels diversion dam (S-124), which will be rated as a minimum for flows up to 14 cfs". "The proposed period for potential flushing flow releases contemplated in the plan includes the period from December through May."
