need to fix ramping rate max flow constraints #63

I coded ramping rate IFRs for #43 incorrectly. Need to go through and subtract the min IFR from the max IFR to return the range of no-cost flow, not the actual max flow.

Generally, this seems to be fixed in the model. Closing.
