Update from Gustavo, referring to "SJRRP Restoration Flows Guidelines October2019.pdf":
What I found is that the Tables C-something I mentioned are the closest thing we can have. From the Dry to Normal-Dry WYT for example, in which the flows vary from 670 to 930 TAF, they have 7 tables (at 670, 690, 702, 724, 750, 800 and 930 TAF, Tables C3-C9, pages 128-131). The text says "In the event that the remaining allocation is not equal to one of the listed volumes, but instead falls between two listed values; the Default Flow Schedule will be determined by linear interpolation of the two bordering schedules" (page 125).
Most IFRs depend on some kind of water year type. However, some may also be adjusted up or down depending on some index, to fine tune allocations. We need to identify any IFRs that are adjusted between WYT thresholds, and how they are adjusted.
As far as I know, the UTREP program (below Hetch Hetchy) and the San Joaquin River Restoration Program have such adjustments, though we need a definitive list.
