This IFR is generally complete. However, there remains a bit to be resolved with the flood control below New Melones/Tulloch, which affects flow here. In the figure below, New Melones reservoir drawdown results in a gradual increase--then fairly sudden decrease--in flows below Goodwin. This issue was seen below Don Pedro as well, so the IFR logic for below Don Pedro should be mined for the right solution, and likely documented in the Wiki for future reference.
