When managing for flood control below Millerton, upstream reservoir space is accounted for. This is included in current rules empirically based on historical (read: pre-1980) operations. For now, we'll keep using their empirically-based accounting, but this will of course be incorrect with different climate/price/management scenarios. We'll need to investigate how we can resolve this.
