Open Local file on arxiv #169

Would be nice to have a link added on Arxiv to open the local copy if the user has one in their PaperMemoryStore

This could be a quite nice feature if users create notes on the downloaded pdfs with PaperMemoryStore extension. So they could easily open again the local pdf with PaperMemoryStore and revise the notes/highlights, the same way users can now open a online hyperlink.
