Color Changes doesn't work on other languajes #63

IDE Theme Editor doesn't apply changes when Delphi was installed on a 
non-English OS (Windows XP SP3 Spanish - Delphi 2009)

Steps
1) Start Delphi IDE Theme Editor on a Spanish OS (Windows XP SP3)
2) Select one color scheme and click on 'Apply Theme'
3) Start Delphi and open a project
4) Go to the Code Tab
Notice that the color scheme hasn't changed

Notes
When used on the same English version OS (Windows XP SP3 English) the IDE Theme 
editor worked perfectly

Suggestions
Probably related to how Reg-key works on different languages
