It's not a bug, it´s a feature! Add a mechanism to force/change the global minimun size value to the minimun refinement, desactivate/grey the global minimun and add bellow a legend "the minimun global size was changed (or is drived now) to allow the local refinement requested"

What if Salome is doing the same and you are breacking you head?
